Successful candidate profile:
- Technical manager or department director (transmission, radio-network, fixed-network, convergent-network, interconnect) in telecom operator or telecom equipment vendor (Kazakhtelecom, Kaztranscom, Transtelecom, Kar-tel, GSM KZ, MTS, Ducat, Nursat, Aksoran, Motorola, ALU, NSN, ZTE, Huawei, Ericsson, regional operators etc.)
- 8-10 years of working experience
- Business process understanding - ability to see big picture plus understanding of details, strategic thinking
- Project management experience
- Fluent English (both written and verbal)
- Excellent presentation & communication skills
- Consulting experience or MBA would be a plus

Telecom Expert / Project Manager (telecom background) requirements:
Overall purpose
Identifies problem zones in company’s business processes within the area of responsibility (Telecom Technology), initiates projects for company processes’ effectiveness enhancement, coordinates and supports the work of projects’ team members and reports on projects’ status.

Key responsibilities:
1. Identifies problem zones, bottlenecks, and inefficiency areas in company’s business processes within the area of responsibility (Telecom Technology).
2. Proposes initiatives for business process effectiveness enhancement and agrees them with involved parties. Initiates projects for remedial actions implementation or facilitates realization of initiatives of involved departments.
3. Creates/follows up project work plan, revises it as appropriate to meet changing needs and requirements.
4. Develops Key Performance Indicators (KPI) for each project (with some exceptions), ensures their fulfillment and reports regularly on the project status.
5. Reviews the project outputs at each phase to ensure that defined project objectives and KPIs are achieved.
6. Follows up the project teams to ensure that communication tasks (i.e. regular reporting on deliverables, meetings) are carried-out timely.
7. Attends initiative team meetings and contributes to discussions constructively, review the status reports of team members and addresses issues as appropriate.
8. Makes analysis and takes measures to minimize company risks on the projects.
9. Provides teams with project management resources when possible.
10. Ensures project documents are complete, up-to-date, and stored appropriately.
11. Manages day-to-day operational aspects of the projects.
12. Makes suggestions on internal processes, policies and standards improvement within his/her competence.
13. Executes other instructions of the direct management within his / her competence.


Qualification range

Education

Higher professional, MBA would be a plus
Experience
5 and more years of expertise in the respective area (Telecom Technology) including project management experience

Special skills and knowledge
- Telecom technologies, equipment, network topology, protocols knowledge
- working experience in big/ international companies;
- knowledge of Kazakhstan business environment (or related CIS/ Central Asian markets);
- project/program management skills (methodology and standards);
- business processes re-engineering experience;
- knowledge of respective business processes;
- knowledge regarding the interactions between respective processes and the other business processes;
- structured and systematic working style;
- negotiation skills, good verbal and written communication skills;
- excellent presentation skills;
- advanced PC user (including MS Project);
Languages
Advanced knowledge of English language (written and verbal)
